Konoha Elite

The Konoha elite are currently at loggerheads due to a Constitutional Court ruling on candidacy requirements for regional heads. 

Some elites find the decision absurd and believe it's misleading the public. 

What are the key points of this decision?

 * Political parties and their coalitions no longer need to meet the minimum vote threshold of 20-25%.

 * The minimum age for candidacy for regional head positions has been lowered to 30.
